Hertz, Avis, Alamo, and National are all better about it; you are only paid a modest fee if you use the Sunpass lanes; if you don't, you are not charged. If you're not driving south of Miami, I suspect you'll need a SunPass of any form because I believe every other section of roadway has cash choices.

I'm not sure about farther north, but as far as I know, just the length of Turnpike south of Miami into the Keys is totally cashless, and elsewhere in the state, if you keep out of SunPass only lanes, you'll never need a Sunpass of any form, nor will you need to use Dollar's Sunpass option.
